That is interesting about the IRS going after former citizens for 10 years if they believe the move was for tax reasons. I hope that doesn’t apply to permanent residents. π
I’m pretty sure that Canada doesn’t tax world-wide income like the USA. So, if for all intents and purposes I’m a Canadian living in Panama, income from interest/dividends/capital gains should be tax free. Since Panama/Uruguay specifically exempt income earned outside the country from tax. Canada doesn’t even try to get in on that action.
The IRA withdrawls are questionable. I could always cash it out, eat the 10% penalty and pay the US before I go. I still have decades before I can actually start taking it out penalty-free. Or, if the US is only going to tax that (and not anything else like interest/dividends) the lower US tax brackets aren’t so bad.

ice9ParticipantBugs — San Elijo Hills sounds very nice, but like Heinlein said “There Ain’t No Such Thing As A Free Lunch”. Why is this area as cheap as most of Vista if it’s a much better location?

I appreciate all the comments. Orginally I didn’t want to rent since the rents are high, but not a tax deduction like mortgage interest. However, I think it’s very good advice to get to rent first and figure out over time where the best place to live will be. Doubly true in a market that is falling.

ice9ParticipantPerhaps you missed the part about the job opportunity. If I were to take that job, I would need to live somewhere within a reasonable commute to work.
My question is not about the relative worth of this property to one in central Illinois, but rather whether it represented good value in the current Carslbad/Vista market.
Others have pointed out the poor location, which is good information to know. Obviously I wouldn’t buy a house sight unseen, but I’d like to have a list of properties to check out when I do visit. I can strike this one off my list.
