    Do you use component inputs from FIOS box to TV? If so see if the red connector or port at either end is broken.

    edit – If you are using HDMI, I am not if the connector/ports will be a problem. You can try swapping inputs and cables between FIOS box and DVD player to see if the problem shifts to DVD player.

    Speaking from experience, houses that back up on Calle Cristobal have lot of road noise in the backyard. The residents of this house probably keep their sliding door closed most of the times.
