I dont know what context that was said, but it makes the hair on the back of my neck stand on end. I never liked the guy, always seemed like a blowhard. But that,,, wow! I can only hope that their is some kind of extream context that explains why someone could say (believe) something like that and still be on the air.

Powell has always been the worst sort of bureaucratic climber. His true loyalty is to self, wrapped in the pretense of other loyalties.
