Unfinished Projects along Rancho Santa Fe RD,La Costa

I was reading the La Costa Breeze today.
The Map of projects along Rancho Santa Fe Rd shows that new SFR,airspace codos and affordable housing etc.will be starting in 2007
What will this do to prices in San Elijio Hill? I mean Venzano,Luminara,Atherton and Palisades.
Since these are in 92009 zipcode,will the MELLO ROOS (hate this),and tax rate be lower than 92078 zip?
We are new to the area and renting at the moment. We have not seen any significant or dramatic reductions here. Back EAST there is.

There’s enough land along Rancho Santa Fe to build at least 5000 homes. You’ll have plenty of choices in a few years.
