I don’t believe you can live in it in San Diego County, or avoid permits if you are going to live in it, just because it is on wheels. It will have to have go through plan check and have approved foundation system to be legit as a primary dwelling. Also there is a minimum size of the overall unit,individual rooms and many other items.
In most jurisdictions these tiny ones can be used as storage sheds w/o permits if they are under 120sqft and don’t have electricity to them, or as sheds with permits if they are bigger but don’t meet standards for a dwelling. JP’s cute house could be permitted for a residence.Even a registered fully “self contained” motor home can only be used as a dwelling on a particular residential parcel ,not zoned specifically for trailers, for 30 days per year.This is basically for guest use.
With a Temporary Occupancy permit you can live in some not normally permitted type structures until you finish building.A construction permit has to be pulled. Usually people choose a travel trailer.
This stuff may vary a little by building jurisdiction but probably going to find it in most places in San Diego and the State.
