Should HOA Require Lic/Bonded/Insured Contractors?

I know it’s good practice to have homeowners hire licensed, bonded and insured contractors when doing remodeling or repair work, but would it make any difference to the HOA from a liability standpoint to mandate that homeowners hire licensed, bonded, and insured contractors in a development of single family detached tract houses? If a homeowner is remodeling/renovating their house, should the HOA be concerned if the owner is using licensed or unlicensed contractors? If a homeowner wants to do a major remodel and use unlicensed contractors, would it be prudent for the HOA to require the unlicensed contractor to submit a certificate of liability insurance?

For condos, sure, since the condo shares structure and walls with other homes.

For houses, I don’t care, since in my book, any homeowner that buys a detached SFR with an HOA is barking mad.
