Well the reason it won’t pass is because that only helps those who pay tax. Obama prefers tax credits which are payments to those who don’t pay taxes.

On contrary. They do have a brain. They are doing this to help themselves, and it doesn’t matter which political party.
The best government is one that is incapable of making decisions except the very important ones, and that happens when you have a check and balance in place between the two parties. There isn’t one in this administration, as there wasn’t one in the former. So, we’ll see the pendulum swing the other way this time.
