I find it hard to believe that buyers don’t know they are perfectly able to make offers at whatever price they’d like. If they don’t know this, their agents are pure scum (IMHO).

It’s the same reason why most people don’t know or want to barter for stuff. You can barter almost everywhere including department stores, yet most don’t. The smart shoppers will while the rest will pay market price.BTW, if you call those agents scum, then you should call those LA who play both side and allow low ball offers to be accepted without lowering the price frequently to find hue market scum as well.
