does anybody own the newest version of Neo (Nero Multimedia Suite 10), and can it rip a Blu-ray disc to a movie that you can store on your hard drive and then play on your PC?

As long as there is no copy protection (so no).

No. Nero is by the book. You can’t even rip some dvd’s with it. If you’re interested in ripping, look for some opensource solutions or pay for shareware. Of course, the assumption is you are using these tools to make backups of the DVD you purchased
