I would recommend areas such as Tierrasanta (just east of Clairmont), Mira Mesa, Rancho Penasquitos, and 4S Ranch. There should be a lot of choices for townhomes less than $300K in those neighborhoods.
If you wait seven months you just might find a house for less than $300K in those neighborhoods.

I however do not have any children and am currently purchasing one of the condos in the complex. Yes, the price is extremely attractive. The area not so.
But I have lived in Logan Heights, right the smack middle of it most of my life. So not a stranger to what goes on.
The floor plans are really nice. Most of the buyers do not have children. Currently I live in the apartments right smack south of Parc 54. Yes you hears sirens at night, yes helicopters. And it would not be advisable to walk around at night.
But its not as bad as people make it out to be. Although since you do have children, so that IS something to think about.
The KB HOME builder does have new construction homes out in the boon docks in Campo Hills off the 94 maybe 20-30min from downtown for 160K http://kbhome.com/Community~CommID~00400700.aspx
