Lessons in private are expensive. My kids went to a local kickass hardcore swim club for years, thru the winter, so any swimming prowess they have is due to my wides dedication. It was cheap. I don’t see why liability should be high I’d guess drownings are rare when you have a swim coach watching 8or 10 kids and parents watching too. I used to pace the pool back n forth whole my kids did laps just loved watching them swim. Also it was freezing out and I needed to move to stay warm. With private lessons drowning seems extremely remote.
