Try the tot class, see if she likes it, then pick the instructor you/she likes best for private lessons (maybe do both group AND private lessons, if you think she’d be up for it — quite a few parents seem to do this).
I’ve seen some amazingly young children (2-3 years old) skate rings around everyone else, so think it’s more about the kid than the age. Tennis might be a bit difficult for a very young child, but it never hurts to try and see if she likes it.
