I have to agree tennis is probably for older kids. I think ice skating and swim would be fine though. My 4 year old is in swim lessons at the Rancho Family YMCA (in the group lessons, but they do individual lessons as well). I like some instructors better than others, but don’t have any specific recommendations and they all seem to do pretty good with my daughter.

w/ that we starting the 6yr old w/ lessons at almost 5. and they wanted to learn. being the eager parent i thought my 3 yr old would follow in their footsteps and enrolled him for lessons. he’s not nearly interested. he likes to sit in the penalty box. i’m not re-enrolling him for the next session.
private ice lessons at this age(<6) is waste($25 for 30 minutes) if they are just trying to skate. if they are doing more advanced stuff (skating bkwds doing x-overs) < 6, get them lessons. w/ that: private lessons: enroll them in the tot starters get to know the instructors. pick one out your toddler likes and ask to sign up for private lessons. some will do it some dont. escondido or mira mesa ice arenas are fine

Try the tot class, see if she likes it, then pick the instructor you/she likes best for private lessons (maybe do both group AND private lessons, if you think she’d be up for it — quite a few parents seem to do this).
I’ve seen some amazingly young children (2-3 years old) skate rings around everyone else, so think it’s more about the kid than the age. Tennis might be a bit difficult for a very young child, but it never hurts to try and see if she likes it.
