Well, Carlsbad is technically its own city. So, they can create business centers and court businesses independent of San Diego. So, it wouldn’t surprise me if they will as they grow. Same can be said about San Marcos too with CSU San Marcos.
This is very much the situation in L.A. it’s a large county with many smaller cities (we call burbs). Many of which eventually over time develop and become Job centers.
West Lake, Valencia, Simi-Valley, Arcadia etc…
