This is true for ordinary cars/pickups/SUVs intended for personal transportation. It’s not true for big commercial trucks.
Every city has these laws and they obviously enforce them, otherwise there would be a semi-truck in every cul-de-sac.
Get someone in the the code enforcement dept. to actually look at the vehicle, and it will be cited.
