Wow, first thing I thought of, when my mom told me about this, was throw the car into neutral and turn off the key. Guess there was no key, but neutral should still work? How can you call 911, but not throw the car in neutral?
I put my Tundra in neutral on all big downhills, because the gearing is so low that it uses more gas than it should. If I know the hill I turn my truck off; I had a few close calls on tight turns on unfamiliar hills.
Training helps with situations that are similar to your training, but in unfamiliar situations unrelated training does little good. Looks like CHP does not train for a stuck accelerator. If he did try to put the car in neutral but the design does not allow a moving car to go into neutral that is just scary.

I could have sworn that I was on the brake but I was really on the gas. Luckily I figured out the problem in time.
No modern car can overcome the brakes. It’s just that simple. Don’t believe it? try it.
Even though he was a CHP officer, they are not gods. I am saddened by his and his families demise, but anyone can make a fatal error.
I don’t think that we will ever know the true reason for the crash, maybe that’s why they call them accidents.

It seemed to be a problem related to vacuum not breaking during hard acceleration.
