That might work. As long as they leave it in the central part of the US. Central US needs a party town.

New Orleans has a lot of culture and history and I really like it. I have never been during Mardi Gras but what I have seen of the city I find just enchanting. I visited there a few months after the storm and I honestly found it nicer in its sort of post-apocalyptic tranquility.
I assume your criticism was really about its crime, poverty and poor infrastructure. It seems kind of like the SF of the 70’s in that respect.
Lots of people have complained that putting a city in Hurricane alley is a bad idea. Kind of like putting a city on the San Andreas (SF). Or putting a city in a swamp with little farmland (DC). Or putting a city in a remote desert with little in the way of water supply (LV). Or putting a city on an island with potentially hostile native tribes(NY). Compared with other cities, putting a city and trading port at the mouth of our largest trade river does not seem like such a bad idea.
