Well, you have the boomer base at Point Loma and “specials” stored at NAS North Island, so, theoretically speaking, you definitely could make the case that some USN Captain loses his shit and fires off a nuke. But to where? You’re thinking DC, I presume?
The military has built extensive safeguards to prevent this from happening (we all watched the movie “Wargames”, right?), so it’d have to be some batshit crazy civilian type who has secreted a nuke device (I’m betting on LA for this one) and is prepared to use it. Problem is, said device is probably leaking like crazy and he now has to transport it to DC (I’m guessing he ain’t lighting it off here in CA, right?) and deploy it.
Out of curiosity, are you guessing that a lone-wolf McVeigh-type dude has this, or some shadowy organization?
