neighbor burning trash. Options?

So, the neighbor down wind of us has a nasty habit of burning something stinky in their fireplace. I assume its probably some carcinogenic trash of some sort..
It’s 7pm and smoke has been billowing out of their chimney for the past hour. It’s been happening for years but with small kids we now spend more evenings outside in the backyard so maybe we’re just bothered by it more now.

We seem to be the house worst hit by it, but other neighbor say he’s been reported and fined before.

What are the most effective options at our disposal to make it stop? Unfortunately, I’m not flush with cash to hire a private attorney.

Here’s a photo I took after the smoke died down a little.
No other chimneys in the neighborhood are black like that (from all the trash soot, presumably).

The STOP sign is rather conveniently placed.

I usually burn my trash outside, to avoid all the soot mess.

From the looks of the picture, I think things will resolve themselves rather soon when the entire place burns down.

If you are sure it’s trash…Have you reported it ot the CAL Air Resource Board?

No, I’m not 100% sure what it is. But I know it don’t smell like firewood.
The links only seemed to address outside burning, not burning in a home’s fireplace.

I seem to have limited (legal) options.
