Agree that this is a no-brainer.
If he needs a loan from his partner just to be able to meet potential clients, then he’s not in a position to be starting a business.
However, if you do move forward remember this: If you are providing the capital, you should insist upon the lion’s share of ownership in the business. This is Capitalism 101.
