There is a persistent legend which says that Parasurama, the preserver of the Hindu Trinity, the short-tempered warrior-sage regarded as the 6th incarnation of Lord Vishnu. After defeating the Kshathriya Kings, the sage approached the wise men for penance. As a Self-mortification he was advised to create a land for Brahmins. He readily agreed and meditated at Gokarnam, (considered to be the end of land). After getting the booms from Varuna, the God of the Oceans and Bhumidevi, the Goddess of earth, he proceeded to KanyaKumari and threw his battle-axe northwards across the waters. The waters subsided and what was left over was called the land of Parasurama that is today’s Kerala.

Construction of multistoried buildings has resulted in disruption of the environment. It has worsened the traffic problems and exerted pressures on the infrastructure facilities such as water, power, and drainage and so on. These amendments were effected on the pretext of population explosion, skyrocketing of land values, etc. But not even 5 per cent of the 68 lakh households in the State can afford to live in exorbitantly expensive apartments like Apartment in Tripunithura, proliferating even in suburban areas. Low-rise high-density configuration is our traditional urban form, which encourages self-help, low-cost incremental housing and generates much more job opportunities. The zoning and building control regulations now in force in the State are more builder-friendly than people-friendly. The first step is to remove the above deficiencies should begin with strictly enforcing rules and regulations to ensure that the construction and occupation of multi-storeyed apartments do not lead to a crisis in the surrounding areas. Contract farming has also spread in many parts of the State without legal support. The prevalence of tenancies in the State is likely to be much higher than the situation revealed by available surveys. In some regions, for instance, in tribal areas, landlordism of the most exploitative kind continues unhindered, according to some scholars. Augmentation of amenities and facilities in villages will wean the gullible citizen from the ostentation of urban centers, extending the demographic growth to rural areas. The Provision of Urban facilities in Rural Areas (PURA) project paves the way to check unhealthy urbanization.
