Not just in this case, but in general. “I’m sorry I did/said those offensive things” seems like it should be the minimum required. Saying “I’m sorry if you were offended” sounds to me like you’re saying, “I didn’t do anything wrong, but if you’re a pansy ass and can’t handle it, I’m sorry (for you).” A total lack of acceptance of any responsibility.
