Let the dog be and try to work with your neighbors nicely.
I think that it’s just bad neighborly relations to complain about every little thing.
If you go tit-for-tat with your neighbors, the situation can deteriorate quickly.
Who knows? Someone might have a gun and stones. The law and HOA is not going to help you.

We didn’t try to hide it from the neighbors – we put the device in plain sight. We asked them to keep the dogs quiet. When they didn’t, we solved the problem ourselves.
They may not have liked us after that, but I wasn’t too crazy about them and their barking dogs anyway. So there.
