It’s worth a trip to the assessor’s office to find the status of the parcels and who owns them. You will need to work through them (and maybe the coastal commission) when you build and they have all the parcel owner info.
You might get lucky with a parcel, give it a shot!

True deal hunting takes ALOT of legwork and there really is not a magic substitute.
You may not be able to buy in this area now but in a few years you may be able to. In the meantime keep banking cash.

No experience here about building but I wouldn’t attempt it unless you have a lot of cash and patience. Encinitas is a beautiful area and is not ruled out for us.
