I agree that fencing and no trespassing signs are a good start. However, if someone really wanted to get on the property, they could still easily cut parts of the smooth wire or chain link fence to gain access. Making an effort to control/block access is one step. The second step is satisfying the department in having the property be stabilized 24/7/365, as the inspector wishes.
