Gaza is a weapons test lab. The reconstruction and food aid will allow them to build back the stuff they just blew up and keep the people alive until the next tests are scheduled. It is good business to keep using up those bombs and missiles, otherwise how would all of the Raytheon contractors pay their mortgages?
