Whaddya think of the Terrazas by Lennar just above Luminara. They are smaller than what OP is looking at but prop tax is advetised at 1.1% http://www.sanelijohills.com/find_your_home/newhomes/Terraza/newneighborhood_terraza.php%5B/quote%5D
That entire area up there will be a construction zone for years to come. If you dont mind that noise, then its fine. There is still quite a bit of land to build out. Check out san elijo hills.com for a lot map.
