Elderly Parents Having Contractor Problem – NEED ADVICE

My elderly parents had to do a major repair on their home. The contractor never gave them a written contract. The final bill arrived and it was $6K more than they expected (the expected $14K). Was the contractor legally responsible in State of California to provide a written contract signed by both parties? Can the contractor put a lien on the house if there’s no written contract and my parents only pay the $14K they think is due?

My first Q is, “How do you or they KNOW the person doing the work on their house is a licensed contractor?

Did they have a verbal agreement only? If so your parents are not obligated to pay him more.
