    Is there an easy way to check into how stringent an HOA is? Many HOAs have similar rules but enforcement varies considerably. At least one HOA had considerable information online about their bylaws and CC&Rs but that seems to be the exception not the rule. Anyone know about Carina at Aviara?

    Its hard to say and can change over time based upon the make up of the board. With that said, Aviara tends to be on the strict side.
