I want to remove a small plant and dig a deep hole for my palm tree. I requested Dig Alert to verify that it is safe to dig. They made these markings but gave no further explaination. Does it mean that it is safe to dig?

I think it means “no conflict time warner cable”.

thanks, I was thinking that the red mark might means no digging b/c of twc.
