    it’s not Fraud.

    It’s Barratry.

    No, I think it’s fraudulent.

    Barratry is filing chronic frivalous lawsuits. Fraud is a deception for gain. This falls under a deception of a non-market transaction to gain the advantage of delaying contract execution.
