DOM is a measure of how many days the property has been listed as an ACTIVE listing under the CURRENT listing agreement the seller has with the broker. If the listing agreement expires or either the broker or the seller cancel the contract the property is moved from ACTIVE status to CANCELLED or EXPIRED.
The seller can relist with another agent or even the same agent. Once that is done the property goes on the market as an ACTIVE property with a different MLS number and the days on market is reset to 0. A simple view of the listing history reveals subsequent listings. Your agent can pull that for you. In this case yes the property was previously listed.
