In my experience, I’ve been there twice this year with guests and I have seen people filling the bucket up and then carrying a full stack of strawberry bushes in their hands as well. Those are people that were stopped, but the guy there did offer them to eat all of those on property if they didn’t wish to be charged extra. The guy told me that as long as you don’t have to use your hands to keep strawberries inside the bucket, you are fine.

It’s all you can pick and all you can eat within reason. They are allowed to put limits.
If you go to a buffet and eat too much, they can stop serving you, ask you to leave, or charge you extra.
If you leave with their goods without paying, you can be sued and the police would arrest you and not them.
American consumers are used to being able to return items, getting meals for free if not satisfied, etc… The merchants are being nice because they want to please the customers, but they don’t have to.
