I find a Box fan set on high to be good white noise generator, don’t even hear the TV downstairs with the fan in the window.

Worked well during summer, but as we became addicted to the white noise, having a fan on high made our room like an ice box when winter rolled around.

It’s a bit large but manageable. Impressed so far, but lets see how it works once we get rid of this July gloom and temps hit the 90s.
