Best listing agent on a short sale

My friend needs to short sale their condo in Escondido. They found an agent that is Dave Ramsey certified. They think this will be a great qualification for getting their property sold. I do not find this to be the best qualification for a short sale agent. (no offense to Dave Ramsey)
I have seen short sales go through in 30-60 days. I have also seen ones that stay on the market for 18 months. I know there are a lot of factors involved, but I suspect a lot of it has to do with a realtor knowing how to work it. I have spoken to realtors when I go to the open houses and sometimes I think to myself, “They don’t seem to know much more than I know and I don’t know much.”

Who are the top short sale realtors out there?

If I were in this situation I would want to find the agents that closed the most homes and in the shortest amount of time?

What are your thoughts?
