4S Ranch (92127) tends to have much higher Mello Roos. As for Carmel Valley you (BG) are still abnging the wrong drum. The newer subdivisions in the most impacted Elem school attendance boundaries within CV do not have exhorbitant MR. In fact they are on the lower end of the scale as most fall in $100 and below range.
By the way, dont take this as an endorsement of Carmel Valley as I for one dont particularly care for it. I much prefer the lifestyle in Encinitas/South carlsbad which is also in the San Dieguito schoold sitrict boundaries and has similar MR.

By “higher,” would you say 5K per year on a 700K property? More?? How long is remaining on the bonds of a 5-yr old property? 25 yrs? 35 yrs??
What about the HOA dues in the various subdivisions in 4S that are in the OP’s price range?
How much are HOA dues in the subdivisions within CV’s impacted elem school attendance area (in addition to MR)?
Can any Piggs help out here?

I know people that live on Winstanley Way (which is north of Del Mar Heights) that have kids attending Ashley Falls, which is Del Mar Union. I think that anything east of Torrey Pines High is Del Mar Union, even if it is north of Del Mar Heights.
Also, Pacific Highlands Ranch is San Diego Unified. Yes, that’s right – San Diego Unified. Currently, if you life there, your kids go to Mira Mesa High, Challenger Middle, and Sandburg Elementary. Pretty messed up, isn’t it?
