I’ve used VRBO both domestically (Santa Barbara, Sonoma, Kauai etc) and internationally (Italy).
Like anything over the internet – it pays to research… I look for properties that have been reviewed – either with VRBO or Trip Advisors. In looking for reviews I often find that the person is listed with more than one site/agency… and sometimes I can find a better price by booking through a self published site… So that’s a win-win.
Most places that have been vacation rentals for a while have reviews and an internet “history”.
