Yes, the policy of not firing indiscriminately is obviously stupid and must be the result of a liberal commie pinko plot. Certainly the Iraqi habit of firing indiscriminately into space has served their military well seeing as how they were never able to defeat the Iranians and we rolled over their asses TWICE in the space of a month each time.
