While far from an expert on RSF I beleive the discrepancy has to do with the way mail is delivered (or more accurately not delivered) in RSF. Most mail goes to a PO Boxes at the central post office in town. Quite often the mailing address and physical address dont match up. Its the reason most addresses plot to the ZIP Centroid (geographical central) on most GIS applications.
