*Edit*..I think the problem with our modern education system is that it’s emphasize too much about getting good scores, and not getting enough people to think. I would think a better approach would be to be more project focused, in which people are given real world problems to solve, and the relevant material for them to work with. People pass/fail based on their project’s outcome.
I’m amazed by some of the latest internship programs that companies do. These college folks get real projects, real deadlines, with real deliverables to a customer. Their reward if they are good is they get a full time position with excellent benefits if they succeed.
