This very probably neither true nor urban legend, but has all the markings of a parable or an allegorical tale. They are fun and sometimes powerful tools, but are easy to formulate. Given all that has happened recently in the reward system, it would be quite easy to reverse engineer this one so that the teacher is the socialist, and the students the capitalists. It would be equally effective.
