They are experimenting with local self governance in China.
I doubt that this would be seen as particularly more democratic or republican (used in the literal, not party sense) by Mr. Paul.
Similarly, the primary rallying cry of the south was about local autonomy. Again not sure confederation (the South) or consultative oligarchy (China) really are very republican in any sense that we respect or recognize.
