There has to be enough cops that are willing to change.
Vote out the union leaders if they don’t represent you in an acceptable manner.
Don’t ratify the contract that allows bad apples to prosper.
If there are enough of them.
If there aren’t that means there are more than a “few bad apples ” more like over 50% or something
