The answer is simple: The interests of the upper 0.1% are aligned with the interests of the Chinese more than the rest of the Americans.
If you have enough money, you are immune and globalized. With enough money you can live in the remaining nice places, even with catastrophic global warming.
The Chinese don’t care if they lose half or all their dollars.
They will have permanent factories, resources and especially capabilities and knowledge—thanks in significant part to US businessmen—and the US will not.
Once they can make commercial aircraft—and this is certainly going to happen soon—there will be nothing they want or need from the US—and strategic competition for resources, especially oil, means that US poverty equals Chinese prosperity.
Europe, sufficiently demilitarized and deindustrialized, will be a fantasy tourist destination and producer of luxury items for the Chinese and will not need to be directly squashed by them.
Russia, they will need for minerals and oil, and will acquiesce and appreciate their shared neo-Communist nationalisms. Japan will be intimidated and impotent. South America and Africa, deperately poor resource colonies. Mideast, a crazed hell hole, the Chinese selling weapons to the thuggiest-but-reliable oil suppliers. Chinese will smile to see those weapons turned against the US.
