^^^ that’s actually OK, or at least not awful. If there’s a testing requirement, and air passengers can’t get tests, it will drastically restrict air travel from infected to “clean” areas. Frankly, I’d support an outright 60-day flight ban to the NE “travel bubble”, but that’s unlikely to be legal.
It will also encourage government/state governments to ramp up production and purchase of testing materials, since it will start hitting them in the pocket. Hard.
