start putting debtors in prison and force them to pay off creditors. while it is cruel it might make a world of difference.
In jail, the debtors will cost money and they certainly won't be paying off any lenders anytime soon.
BTW, long ago, we used to put debtors in prison and make their relatives pay. Divorce was once forbidden, but that did not stop adultery.
