Was the swim sanctioned by the city? Did the swimmers pull a permit? Why should the city get sued in a case of two people doing what they think is fun clashing in a way that gets one of them hurt( not to mention the responsibility of the shark). If the fisherman was in violation of any law he should pay criminally and I guess something to the swimmer…but the swimmer took his own chances too. Small payout to “victim” if any.
