Counter permits are a lot faster than that these days… not 1-3 hours. Assuming you’re talking city of San Diego, planning services dept. It’s dead there… if you show up, you’ll have multiple clerks to help you.
(Hubby had to get a permit pulled for a work project a few weeks ago.)
