Remember it’s not always deal offering or making , retaliation for rejecting overtures or offers has been what gets many managers in trouble. So as you say they should never try anything but to set the most high standard. They should understand this as a matter of decency but they were slow to change , so legal standards had to come about.
Also gender based denigration and discrimination are more common than overt sexual acts but still considered hostile enough for protection to be warranted.
