Quotes are in reference to the 1993 Clinton economic stimulus plan ($30bn), which was originally filibustered and defeated (or limited to extended unemployment benefits). He came back later in the year with another plan that passed.
The quotes are eerily similar to the arguments against today’s stimulus, the difference of course being that today’s stimulus is $800bn (vs $30bn) and passed without filibuster.
